    On November 19, 2025, Prof. Luigi Guiso delivered the Fourth Ugo La Malfa Lecture [text available only in Italian] in the Parliamentary Groups Hall, addressing the growing opacity of Italian legislation and its implications for citizens and the economy. Highlighting the contrast between the Constitution’s clear language and today’s complex legal drafting, Prof. Guiso examined whether the principle that “ignorance of the law is no excuse” can still hold in such a context. He also discussed the economic consequences of unclear rules and outlined possible remedies to improve transparency and restore trust in the legal system.
