 libri','sans-serif';">Pre-Savage decision theory considered subjective prob
 ability as an unobservable construct which is equivalent to observable pref
 erence over bets. De Finetti proposed a relation over events, called qualit
 ative probability, to replace numerical probability. Savage introduced cons
 equences and acts and showed that preferences on acts is equivalent to maxi
 mization of expected utility. We show how preferences over events, called d
 esirability, can be used to derive Savage's probability and utility.  </spa
