 t violate these norms. This paper provides a simple positive theory and a c
 ompelling case study of the importance of cultural clashes when economies i
 ntegrate, as well as a normative argument about the desirability of institu
 tional integration. We argue that a political union, with a common enforcem
 ent agency, is the more bene.cial the greater is cultural diversity in an e
 conomic union.\n
